I think they'd work well together -- Turn Left is pretty solid evidence of that -- and I think in day-to-day situations they'd get on and be pretty good friends, but I do think the Doctor would be the primary thing tieing them together, and left to their own devices they might not be friends. I can see Rose being frustrated in situations that really draw out the DoctorDonna-ness of them, effectively third-wheeling her, and similarly I can see Donna getting frustrated with their togetherness. I think Donna and Rose would probably get into (serious) arguments more often than Donna and the Doctor or the Doctor and Rose, and the subsequent "picking sides" argument would drive him nuts.
