I do think he probably was always going to "be born", sicne Piper's return was always planned. I mean, they set up for it in Christmas Invasion, keep the hand around in Torchwood (I just started watching, and every time the hand shows up I am endlessly amused because it's like LOL ONE DAY YOU WILL BE A PERSON) then bring it back in season 3 and... just.. yeah, I do think it was always intended. I don't know about the blue suit forehsadowing, per se, but yeah.
